The United Nations in Armenia
Armenia joined the United Nations on 2 March 1992, and in December 1992 the United Nations established an office in Yerevan. Since then Armenia has signed and ratified numerous international treaties, including - for example - the Convention on the Prevention and Punishment of the Crime of Genocide; Convention on the Rights of the Child; Convention on the Elimination of All Forms of Discrimination against Women; Convention relating to the Status of Refugees; Vienna Convention on the Law of Treaties; Convention relating to the status of Stateless Persons; Protocol on the Protection of Cultural Property Convention in the event of armed conflict; Convention against Discrimination in Education and others.
The UN Country Team in Armenia is led by the UN Resident Coordinator and consists of 20 resident and non-resident agencies. The World Bank (WB), International Finance Corporation (IFC) and International Monetary Fund (IMF) also have offices in the country.
The programme of work of the UN in Armenia serves the translation of Agenda 2030 into action and at the country-level is guided strategically by the United Nations Sustainable Development Cooperation Framework for 2021-2025 (UNSDCF). The UNSDCF is the central framework for planning and implementation of development activities at the country level. As such, it articulates the UN’s collective offer to support Armenia in achieving key Sustainable Development Goals (SDG) and national development priorities.
The priorities of the UNSDCF are grounded in the analysis of country needs and opportunities, as outlined and regularly updated in the UN’s Common Country Analysis (CCA). The UNSDCF links to the evolution of the Armenia Transformation Strategy 2050, sectorial strategies and other national planning instruments.
The UNSDCF is a compact between the UN and the Government of Armenia to work together in a partnership with broader stakeholders - civil society, academia, parliament, the private sector and other development partners - towards a more resilient Armenia, through four main pillars:
- well-being of people,
- inclusive green economy,
- advanced people-centered governance systems, and
- gender equality.
At the core of our strategy is our collective promise to leave no one behind and be responsive to the needs of the most vulnerable in the Armenian society.
- On 1 June, 2021 the Government of Armenia and the UN in Armenia signed the 2021-2025 UN Sustainable Development Cooperation Framework for Armenia, paving the way for the strategic mutual engagement to achieve the SDGs in Armenia. Nationally owned and anchored in national development priorities, this compact determines the collective offer of 20 resident and non-resident UN entities to the country and frames their work for the upcoming five years.
- In January 2021 under the joint leadership of the UN Resident Coordinator and UNHCR, the United Nations Country Team, together with NGO partners, launched the Armenia Inter-Agency Response Plan to support conflict-affected people from Nagorno-Karabakh and affected communities in Armenia. The Response Plan involves 36 humanitarian partners and 188 projects with total financial requirements amounting to USD 62.6 million across six key sectors.
- In June 2020 the UN in Armenia developed and launched an Immediate Socio-Economic Response Plan, entitled “COVID-19 and Resilience in Armenia: Mitigating the Socio-Economic Impact on Vulnerable People and Communities”, to support people most affected by COVID-19. The Joint Programme combines the work of seven UN Agencies, and under the guidance of the UN Resident Coordinator, seeks to support the Government and people of Armenia.
- In November 2017, the Government of Armenia and the United Nations in Armenia set up the world’s first National SDG Innovation Lab to accelerate the achievement of the Sustainable Development Goals (SDGs). For the first time ever, the State, in cooperation with the United Nations, created an innovation platform to support the effective implementation of the UN SDGs at country level. To do so, the Lab draws upon innovative methodologies and research as well as substantive expertise available from across the world, including the UN’s own innovation facilities and tools.
- The UN has worked with the Government of Armenia to promote gender equality and women’s empowerment (GEWE), which is mainstreamed across the different outcomes of the UNSDCF and reflected with a stand-alone outcome. In adition, the extended Gender Theme Group (eGTG) was established under the tripartite co-chairing of the UN, WB and Ministry of Labour and Social Affairs. It promotes and supports mainstreaming of gender into development agendas, development partners’ activities and joint programming priorities.
- For the first time in July 2018, and again in July 2020, the Government of Armenia submitted its Voluntary National Reviews (VNR) prepared with UN Armenia’s support to the High-Level Policy Forum. Voluntary National Reviews are a key component of the follow up and review mechanism towards achieving the Agenda 2030. The first report primarily reflected on the achievements and challenges of the period prior to the "Velvet Revolution". The second report covered an update and also introduced a long-term transformational vision, particularly paying attention to SDG 16.
